Process and deadlines for public speaking at Development Control Committee

This information must be read in conjunction with the Policy for Public Attendance and Speaking at Committee Meetings.

Process for objectors and supporters

If you are not the applicant or applicant’s agent, to speak at Committee you must:

  • Have made written comments; and
  • Have registered to speak by the published deadline (see below); and
  • Have confirmed your attendance by the deadline we will provide to you if you have registered

If you have not done all of the above you will not be able to speak.

Step 1: Making written comments

  • Display representations we receive on the relevant application on our website

We will not:

  • Send acknowledgement letters

Step 2: Registering to speak

You must:

  • Write to us stating you want to speak at Committee by no later than 9am Monday nine days before Committee day (see dates overleaf)

You can:

  • Register at any time before the deadline

We will:

  • Notify you of the Committee date by letter if you have registered
  • Ask you to confirm your attendance before a particular date

We will not:

  • Notify you of the Committee date if you have not registered

Step 3: Confirming your attendance

You must:

  • Confirm your attendance to us by the date in our letter
  • Arrange with other people registered how you will share speaking time

We will:

  • Provide your contact details to anyone else registered to speak so you can agree how time will be shared if necessary (no more than two people can speak)
  • Remove you from the list of speakers if you do not confirm your attendance

We will not:

  • Follow up if you do not confirm your attendance by the deadline
  • Attempt to coordinate speakers who cannot agree how to share speaking time

Process for applicants and agents

If you are an applicant we will notify you (or your agent instead) that your application is being considered at Committee only if there is an objector registered to speak.

If you are an applicant/applicant’s agent and wish to speak at Committee when someone is not speaking in objection, you can do so, but you must:

  • Have registered to speak by the published deadline (see below); and
  • Have confirmed your attendance by the deadline we will provide to you if you have registered
