What is a Traffic Regulation Order?

A TRO is a legal order regulating traffic on public highways. This includes footpaths, bridleways, byways, restricted byways and carriageways with a predominantly unsealed surface. They can restrict:

We have made a temporary closure order dated 23 November 2009 to prohibit all traffic from proceeding over byway 581007 because of construction works.

Permitted Path Closure on the Dales Way

Cleabarrow Permitted Path, Bowness to Crook Road, Windermere Parish (SD 422 962 – OS Explorer OL7) – Dales Way

This section of off-road path was permitted under a 10-year licence agreement between the Lake District National Park Authority and the landowners. The agreement expired on 15 June 2009 and the path is now physically closed.

We are negotiating with the landowners and our partners to try to secure public access. Unless a solution can be found, the path will remain closed. If you do not wish to walk along this section of public road, you can follow public rights of way to the north of Cleabarrow, by High Lickbarrow - please see the Cleabarrow map (opens Document Library).

There are notices on site stating that the route is closed. Please do not remove the notices or try to use the route. Some damage to the walls has already occurred as walkers have continued to try to use the path. This is unlawful and may compromise our negotiations to secure public access.

How we tell people about the closures

Before we make an Order we have to tell people what we intend to do and why. These Notices of Intention are published in the local press and on this website at least 7 days before the Order is made.

Sometimes we have to make restrictions immediately using a Traffic Regulation Notice, for example if there is a danger to the public. These are advertised on the affected path and last for up to 21 days.
